Right now, we only distribute template in dreamweaver's DWT format. Multiple formats require quite a significant amount of support resources from our end, and dreamweaver(DM) is probably the most easily accessible web publishing software in this university. We even have various free ITG classes for it.
But the good news is you dont really have to own DM to use the template to create a web page. We use the DM's templating system so that users can easily update their pages with the latest template release. Although this privilege might not be available for non-DM users, they can still use the template source to create simple web pages.
