Cannot get templates to be recognized in Dreamweaver or IE

I am trying to help microbiology.unl.edu website get moved to templates, but I cannot get the templates to show up properly in dreamweaver. On top of that I cannot get the internet to see the .shtml pages anyway. I have the .shtml file extension and everything set correctly on IIS on the server side, at least I am pretty sure I do, yet still nothing.

Anyone have any suggestions? I really need to get them going on this but am kind of stumped!

And have you tried saving the files as .asp on your IIS server?
