Tabs vs. other same-page anchors

Should a CMS page using normal WDN tabs be able to also contain other same-page anchors to jump around within one of the tabs, or is that just asking for trouble? (I understand why this presents a challenge: a URL can't be both #tab1 and #anchor1.)

Example: The first tab on http://www.unl.edu/gradstudies/prospective/programs contains a long A to Z list with A/B/C shortcut links. Currently on my Windows 7 machine the A/B/C links work fine with Firefox and Chrome but not IE 10, Opera, or Safari, while on my 10.8 Mac they work fine in Firefox, Safari, Chrome, and Opera. Browser compatibility is a moving target but knowing that this high-traffic page is kinda broken for many of our Windows users right now makes me want to fix it fast.

Is anybody doing something similar with better compatibility results?
Does anybody know if this is likely to behave differently in 4.0?
