FWIW, I asked some coworkers to share their impressions of the top 7 designs, and here's what was said about this one:
* "#15 has an appealing appearance, although one wonders if this is the home page or some other page."
* "# 15 - Probably my fav. Branding is good. Colors is good. Like the picture and size. Navigation is very visible. Plenty of room for content. Looks really good. This is a small thing but I'm not crazy about the "N" on this page. Now if you take the "N" from say #17 (of course it's a pinch small so that'd need changed) and put that on #15 and now you're talkin.

"
* "#15 - This is my favorite - I love the photo on the top! I am assuming the navigation doesn't wrap."
* "#15 - My least favorite. Lose the uber-wide photos unless you want to fund/organize a special photo shoot to find photos that look OK cropped like that. Needs to say what site/department it is. N looks dead."
