Gray and Red bar

I am having a problem with the red bar and the gray bar at the top. When I put the quick links menu on the page it moved all of the bard down to where the quick links menu getting cut in half. Here is a link to the Engeneering site have the same probelm as me http://engineering.unl.edu/ and as you can see the unl main page http://unl.edu does not have that problem. Why is that?
