Addition of font-family declaration for body element

A suggestion was made in the 7/13 WDN meeting by Jill Hochstein, with subsequent group discussion, regarding adding a default font in the stylesheet body style, for those fonts not explicitly styled in a document based on UNL templates.

Stylesheets were tested yesterday with the default of 'Arial, Helvetica, sans-serif,' and went live today. We've looked at several pages that had unstyled text before, and that text (rendered in Times Roman in most if not all browsers) is now displayed in Arial.

Please discuss here if anyone has any issues.
