Take a look at the source of the UNL homepage. Doesn't matter if you're on- or off-campus. If you browse through the headers, you'll find this line:

Yes, that's ICBM as in the missile (I can't find any other definition that fits), and the content appears to be the approximate lattitude/longitude of UNL. Having no GPS at hand, I can't verify it beyond being somewhere in our area of Nebraska.
I doubt it's anything sinister, probably just someone's sick idea of humor, or a way to blow off some steam. Still, someone should probably pull it off of there.
