This declaration is valid according to the W3C validator:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

This declaration is valid according to the UNL validator:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/2002/REC-xhtml1-20020801/DTD/xhtml1-transitional.dtd">

Which one is correct?

They both point to exactly the same document that is in two different places. I believe the W3C's suggestion is more official and up-to-date, but technically both are valid.
