Should we think about denoting links that target external pages with different styles as different than those that stay internal with the UNL theme. I was at the water site with all the red and gray, clicked a link that took me to an "official nebraska government website", and was slightly shocked by all the blue and black. Perhaps a simple (external) marker or a different color.

We have a class within the templates just for this exact purpose - just add class="external" to the anchor tag.
