I wouldn't say that you can't... but I tend to shy away from them.
Mainly for accessibility reasons since text browsers usually can't handle frames and iframes.
Most of the function of iframes can be handled using server side includes and the css overflow property.
If there are some complex situations that might require using them then I might suggest working with some others on figuring out how to do it in an accessible (or more accessible) way.
I dunno, just my opinion.
