Table padding and header attributes

Hi,
There are some more problems with tables.

I did a test with and without the template.
The cell padding attribute does not work.

Also the <th> tag for the table header rows does not function properly. It now longer automatically centers the headings.

Go to http://snr.unl.edu:9112/testtable.asp using the fixed template and to http://snr.unl.edu:9112/testtable.html using a basic html sheet and the same code.

But I did test that you no longer need to use the style="width:[somenumber]px" to get the appropriate table size.

Table th cells are now text-align:center.
